After the words "the revised draft Island Plan 2011" insert the words –

"(a)  except that in Chapter 7: Social, Community and Open Space (page 278)

after paragraph 7.37 (on page 278), insert the following paragraph, and renumber the later paragraphs accordingly –

7.38  To support the provision of opportunity to participate in netball and

football it is considered appropriate to safeguard the provision of land adjacent to the existing facility operated by St. Clement Sports Club to enable the provision of adequate playing surfaces should the opportunity arise over the Plan period.';

  1. and in Policy SCO3 Community facilities (on page 278–279) after the words within the Built-up Area' insert the following paragraph –

To address deficiencies in the provision of community facilities, the  following  site  is  safeguarded  for  the  development  of community facilities:

Glasshouse  site,  Field  244A,  La  Rue  des  Nouettes, St. Clement ';

  1. and to update the Proposals Map accordingly."

REPORT

St. Clement 's Sports Club has been working together with Harmony Produce Limited to greatly enhance its current playing facilities.

This amendment simply asks the States to zone existing fields for this community use.

It will of course require associated development to be able to provide the funding of these community facilities.

The Sports Club have previously consulted with parishioners and will do so again once a new scheme has been drawn up.

This amendment doesn't, at this stage, give effect to the development side of the proposal.

Due to time constrictions a fuller report will be sent to members prior to the debate. Financial and manpower implications

There are no financial or manpower implications for the States arising from this amendment.
