After the words "the revised draft Island Plan 2011" insert the words "except that –
- in Chapter 4: Built Environment, after paragraph 4.83 (on page 152) insert the following paragraphs and footnote, and re-number the later paragraphs accordingly –
4.84 For many generations St. Aubin has been a year-round highly
attractive, photogenic and bustling harbour area providing for both Islanders and tourists alike. Successive Island development plans have sought to retain and protect its natural beauty and character.
4.85 Whilst the shore and skyline settings and important open spaces which characterise the area are identified and protected through Island Plan policies, there is a need to develop a more detailed planning framework for the defined Built-up Area from Le Mont du Boulevard to the south to Le Mont au Roux to the North, to ensure that current and future pressure for the development and redevelopment of existing buildings in particular is sympathetic to its context and does not detract from the visual amenity of the are and the public enjoyment of it.'

REPORT
This amendment is brought with the support of Senator S.C. Ferguson and the Connétable of St. Brelade .
There is a need to protect the historical atmosphere of this pretty and photogenic harbour with its many large merchant houses, of whom many derive their origins from the cod trade with Newfoundland, for future generations of Islanders. Ships travelled from St. Aubin with many Jersey seamen to the grand banks of Canada, with many Jerseymen settling there; and a stone is laid to the south of St. Aubin's harbour to signify this.
The revitalisation of St. Aubin over the past 10 years has resulted in drawing both visitors and Islanders alike, and has gained a reputation as a gastronomic centre with attractive shops focussed on a picturesque harbour and with a lively and friendly local community.
However, over the past few years, St. Aubin has been subject to sporadic and frequently inappropriate development. The facility within the new Island Plan to produce a Local Development Plan will enable the parochial authorities and the Planning Department to work together. As a result, further development of the area will be coherent and in context with the historical ambiance.
This amendment is to ensure that the atmosphere of St. Aubin will be enhanced and its attractiveness and history will be retained.
Financial and manpower implications
The ability for this work to be resourced from within the resources of the Department of the Environment will be reviewed by the Minister for Planning and Environment, in partnership with other key stakeholders during the Plan period.
