1  PAGE 2, PARAGRAPH (b) –

After the words "as set out in Summary Table A" insert the words –

"except that the total amount of States net expenditure shall be increased by £60,000 in 2013 to enable the payment of a grant in this amount to the Band of the Island of Jersey.".

Amendments 1 and 4 Band of the Island of Jersey

The Band of the Island of Jersey is a first-class band comparable to the best in the United Kingdom and elsewhere. They are also important ambassadors for the Island overseas  and  an  important  asset  in  the  Island  supporting  many  tourism  and commemorative events. The decision of the Economic Development Department to reduce their grant in 2012 was short-sighted; and the money, if voted, would enable them to fund the replacement of their uniforms and continue their very valuable work on behalf of the Island.

Amendments 2 and 5

Island Military Liaison Officer

The removal of the Island Military Liaison Officer as part of the Comprehensive Spending Review by the Home Affairs Department was a false economy and a cynical manipulation of manpower figures by the Territorial Army, who acquired the post only to give it up almost immediately as its contribution towards departmental savings. The former Military Liaison Officer Ian Robinson brought large numbers of military personnel to the Island who carried out many excellent public works projects for the benefit of all Islanders and Island charities. They also contributed up to £1,000,000 in spending in the Island economy, something that is sorely needed during the ongoing recession. The recruitment of the right man to this job could increase the number of military  personnel  coming  to  the  Island  even  though  the  number  of  military servicemen in the UK Armed Forces has been significantly reduced, as these visits still play an important role in the pre- and post-deployment of British Military units overseas and on outward bound activities.

Amendments 3 and 6 Sea Cadets

In circa 1996 the Jersey Sea Cadet unit was granted £600,000 by the States for a new headquarters building. In the intervening 6 years, some £200,000 has been spent by the States on abortive architects' plans, planning permissions, etc.; and the unit is no nearer having a new home and headquarters building. The money, if voted, would enable a new headquarters building to be constructed at current prices. The States should not only honour its previous commitments to this unit and construct a new headquarters for them, but also by doing so it would remove another impediment to renewal of the Fort Regent site.

Financial and manpower implications

All 3 proposals will increase States expenditure to the amounts stated in the Report. The  creation  of  a  new  Island  Military  Liaison  Officer  will  increase  the  States manpower  numbers  by  one  for  the  3 year  period  covered  by  the  Medium  Term Financial Plan. If successful, the post could continue in future Medium Term Financial Plans.
