REPORT

Amendment (1)

Before reaching a decision, the States should be fully aware of all manpower and resource implications necessary to implement the proposals for the "new" hospital.

Amendment (2)

A Primary Governance Team will be established by the end of 2012, led by a Primary Care Medical Director. The team will work with GPs and other Primary Care professionals, with a view to producing a Primary Care Strategy by the end of 2014[1].

These discussions are urgent and important. The GPs told the Panel that their remuneration is currently very largely tied to patient consultations and there is no funding to remunerate them for their involvement in leading and developing the Primary Care services[2]. Similarly with GP supervision of patients in homecare, step- up or step-down facilities, attention needs to be given to the cost of funding visits so that access to GPs is not a barrier[3] to high quality care.

The new model of Primary Care should be developed without delay, and therefore, proposals should be developed by the end of 2013.

Amendment (3)

The Panel believe that the public and the States Assembly must be confident that sustainable long term funding is available to deliver the proposed changes as the White Paper phases link inextricably with one another. The public must be assured that funding can be continued to carry on Phases 2 and 3, but political commitment in the future cannot be guaranteed.

The Panel feel it is more appropriate for this Assembly to make such an important decision. It could be an unfair burden to new States Members if they are asked to make a decision on funding a strategy the details of which they have had no part in developing.

By that time, it is anticipated that detailed information on all capital and revenue costs will have been provided in order for current States Members to fulfil their responsibility.

The detailed financial and manpower implications will be known when the proposals are brought forward for approval.
