REPORT
Since lodging my proposition I have been approached by several members who have suggested that it was not appropriate to focus my whole proposition on the planning process. Although the States have frequently debated propositions asking the Minister for Planning and Environment to refuse certain live planning applications, I accept that the Minister for Planning and Environment could not be bound by a States decision when determining this planning application even if my proposition had been adopted.
I am lodging this amendment to paragraph (a) to ensure that a more straightforward debate can take place. Under paragraph (a) as amended, the Ministers for Treasury and Resources and Home Affairs will be requested to drop the proposal to construct a new Police Headquarters on the Green Street car park site. This will enable States members to take a simple decision on the merits of the proposal without any confusion about whether members are becoming involved with matters that fall to the Minister for Planning and Environment under the Planning Law.
Paragraphs (b) and (c) remain matters that are still appropriate for the Minister for Planning and Environment to undertake so that the Green Street car park site can be safeguarded and a more appropriate site for a new Police Headquarters can be identified.
Financial and manpower implications
The financial and manpower implications are identical to those given in my proposition.

THE STATES are asked to decide whether they are of opinion
- to request the Ministers for Treasury and Resources and Home Affairs not to proceed with proposals for the development of a new police headquarters in Green Street car park, St. Helier ;
to request the Minister for Planning and Environment –
- subject to the results of the consultation process, to take the necessary steps to bring forward for approval a revision to the Island Plan 2011, to provide that the open area of car parking between Route du Fort, Green Street cemetery, the car park and Lime Grove, be safeguarded for the future redevelopment and/or expansion of car parking;
- to review the various master plans for which he has responsibility and to identify a larger and more suitable site for the development of a new police headquarters.
