REPORT
Members will recall that we were due to debate the Connétable of St. Helier 's proposition, P.61/2017, which I supported, at our first Sitting in September. However, after taking advice from H.M. Attorney General, he withdrew P.61/2017 and replaced it with P.81/2017.
As stated in his report to P.81/2017, I have repeatedly voiced that I would like to use the £900k for 2017 on infrastructure projects for each Parish, naturally after consultation with each Connétable . I would do this in the same ratio as if the States had paid rates this year.
The relevant sums are listed below –

However, I am not supportive of making ex gratia payments by way of a substitute, as I wish to avoid setting a precedent. Ex gratia payments have been authorised by the Assembly in the past, but only on occasions when there was good reason for doing so because there was little alternative. I do not believe that, in this instance, the criteria for this Assembly to authorise ex gratia payments has been met, as an alternative is available, which is what this amendment is proposing. I would still like the Parishes to be able to benefit from the funds originally allocated for 2017.

There are no additional financial or manpower implications for the States arising from this proposed amendment.
