After paragraph (b), insert the following paragraph and re-designate the subsequent paragraphs accordingly –

"(c)  that, during the safer travel period, anyone entering Jersey must

engage  on  a  daily  basis  with  contact-tracers  for  a  period  of 14 days;".

Note:  After this amendment, the proposition would read as follows –

THE STATES are asked to decide whether they are of opinion

  1. that a safer travel period, as set out in the policy statement attached as Appendix 1 to the report, should commence from Friday 3rd July 2020;
  2. that during the safer travel period, anyone entering Jersey must either participate in and comply with the requirements of the border  testing  programme,  developed  in  accordance  with medical  advice  in  order  to  identify  and contain  cases  of COVID-19, or self-isolate for the timeframe specified by the latest medical advice;
  3. that, during the safer travel period, anyone entering Jersey must engage on a daily basis with contact-tracers for a period of 14 days;
  4. that the options for pre-travel testing should be co-ordinated with other relevant jurisdictions, in accordance with medical advice;
  5. to request the Council of Ministers to give effect to the safer travel period, as set out in this proposition, and to present a report to the States prior to any changes being made to the safer travel policy; and
  6. to request the Council of Ministers to provide regular and timely information to States Members on the operation of the safer travel period, including the border testing and contact tracing programmes.

REPORT

This amendment ensures an increase in initial security regarding those arriving in, or returning to, Jersey.

Arrivals, either residents or visitors, would be given clear instruction on the need to keep daily contact with tracing team.

Daily contact with the tracing service can provide the following –

  1. a tracking of whether people have symptoms will be a first line of defence in respect of picking up infections;
  2. daily contact can reiterate public health information to individuals to enhance following of the advice;
  3. contact will give visitors a first place to call if they have concerns;
  4. contact  can  allow  follow-up  of  any concerns  from  individuals  regarding premises not following guidance; a useful source of information; and
  5. knowing all visitor/returning residents are being contacted in this way will add a small amount of assurance for residents.

The tracking can be initiated by the visitor/returning resident or by the tracing team. I suggest an initial daily contact.

Visitors/returning residents would have access to a dedicated number to contact and a database of contacts would be kept with brief information on the conversation.

Failure to contact would result in a visit from the Honorary or States of Jersey Police to ensure careful adherence to current distancing regulations and isolation if no test result had been received.

On leaving the Island to return home, contact tracing teams can record those not having any signs of infection and add to data relating to public health decision-making.

Financial and manpower implications

The tracing team is in place and can undertake calls. This team will need to adapt to increasing need even in the current situation.
