After the words "the draft Island Plan 2022-25" insert the words –

",except that, within Policy SP1, paragraph 6, before the word "utilises" there should be inserted the word "which", and after the words "forms of energy" there should be inserted the words "and the use of renewable and recyclable construction materials"

THE STATES are asked to decide whether they are of opinion

to approve, in accordance with Article 3(1) of the Planning and Building (Jersey) Law 2002, as amended by the Covid-19 (Island Plan) (Jersey) Regulations 2021, the draft Island Plan 2022-25,except that, within Policy SP1, paragraph 6, before the word "utilises" there should be inserted the word "which", and after the words "forms of energy" there should be inserted the words "and the use of renewable and recyclable construction materials.

REPORT

The submission from The Sustainable Cooperative (SCOOP) sets out a systems-based approach to island management. It describes how by using a circular economy approach the island would reduce the creation of waste and improve community engagement.

With much debate focusing on the presence of aggregates in the island and their supply into the future, it is time to consider and start using the alternatives. By minimising the use of aggregates we will prolong the lifespan of our local resources.

Whilst it is important to consider the energy consumption of accommodation when it is occupied, the process begins with construction. By focusing on using sustainable building materials the island can reach its commitment of net zero within the agreed timeframe.

Many of the MMC (Modern Methods of Construction) products currently on offer faster delivery solutions. Supporting this amendment would assist in offering a solution to the current crisis in the supply of housing, by offering sites for delivery within a shorter than usual timeframe.

This amendment has been assessed in relation to the Bridging Island Plan CRIA. This amendment will benefit children growing up in the Island by promoting sustainable materials and helping to reduce waste.
