After the words "the draft Island Plan 2022-25" insert the words ", except that within the Proposal – St. Brelade 's Bay Improvement Plan –

  1. after the words "visitors and islanders alike" there should be inserted the words "and shall reference the St. Brelade 's Character Appraisal, including the report of public opinion expressed in the St. Brelade Character Study and Recommendations"; and
  2. the draft Island Plan 2022-25 should be further amended in such respects as may be necessary consequent to the adoption of (a)."

to approve, in accordance with Article 3(1) of the Planning and Building (Jersey) Law 2002, as amended by the Covid-19 (Island Plan) (Jersey) Regulations 2021, the draft Island Plan 2022-25, except that within the Proposal - St. Brelade 's Bay Improvement Plan –

REPORT

The preamble to Proposal 17 in the current draft Island Plan[1] refers solely to the Baseline Report[2] of the St Brelade Character Appraisal. The Appraisal has two other components that should assist in ensuring work on the proposed Improvement Plan is conducted relatively democratically and efficiently:

  1. A report of public engagement[3]; and
  2. A set of recommendations[4]

The amendment inserts a reference in Proposal 17 ( St. Brelade 's Bay Improvement Plan) to the content of all three components to inform the Improvement Plan to which the Proposal refers.

It is important to ensure that public opinion formally solicited for the purposes of the public engagement report, including the opinions of businesses in St Brelade's Bay that were collected for the purpose, are respected.

Section 2 of the Recommendations report outlines a detailed brief for development of the proposed improvement plan which should not be overlooked.

This amendment has been assessed in relation to the  Bridging Island Plan CRIA. Improved wellbeing of children will arise from improved public access to, and improved enjoyment of, a public beach and recreation area.
