THE STATES are asked to decide whether they are of opinion −
to request the Minister for Infrastructure to initiate arrangements in order that green waste from the Parishes’ dedicated household kerbside collection scheme may be received free of charge at the green waste facility at La Collette.

Current Services
Householders can deliver Green Waste to the reception point at La Collette Wednesday to Sunday at no charge.
Commercial delivers are accepted directly into the composting facility Monday to Friday and are charged at the rate of £69.55 (including GST) per tonne.
Minister’s Response
The Minister for Infrastructure cannot support the proposition as written, however the Minister would support a proposal to receive Householder Green Waste from Parishes free of charge if it could be evidenced that the green waste came from a dedicated household kerbside collection and that it met the Waste Acceptance Criteria to ensure
that the quality of the final product is maintained.
This Assembly has previously voted (P.20/2011) to introduce a charge for the reception of green waste from commercial operators.The Minister would continue to charge the
Parishes for their Commercial Green Waste.

Offering such a service could have the positive benefit of reducing the number of individual private vehicle journeys to La Collette, with the wider benefit of a reduction
in carbon emissions from the transport sector.
Consideration would also need to be given to any effect on commercial deliveries volumes as this would reduce the available income to the department to run the service. There could also be an effect on business for current users of the commercial
arrangements.
If the proposition is accepted the household kerbside collection of green waste would be reviewed within the Island Waste Strategy.
