Note: After this amendment, the proposition would read as follows –
THE STATES are asked to decide whether they are of opinion
to request the Council of Ministers to take the necessary steps to increase States' revenue expenditure on agriculture and fisheries, via the Rural and Marine Support Schemes, to a total of 1% of all revenue expenditure and to lodge an amendment to the Government Plan 2024- 2027 to achieve the realisation of this target.

REPORT
It is vital that any monies agreed in this proposition actually end up where they are intended. This short amendment to very clear that the monies will be specifically allocated via the rural and marine support schemes to farmers and fishers. These schemes have been specifically designed to deliver public goods in exchange for financial support. The schemes will deliver more help for biodiversity and the environment, more help to farmers and fishers for achieving new environmental standards, more help with business development. It will put the money where is most needed, into farming and fishing businesses.
Financial and staffing implications
There are no additional changes to either staffing or the financial implications other than those in the original proposition.
