After the words "2023-2024 rugby season" insert the words

", subject to inclusion within the proceedings of the Board of Jersey Reds of a senior  representative  from  the  Treasury  and  Exchequer  Department  and  an independent representative from the business community, both to be involved in those proceedings in an advisory capacity."

Note:  After this amendment, the proposition would read as follows –

THE STATES are asked to decide whether they are of opinion

to request the Minister for Treasury and Resources to take the necessary steps to ensure that additional funding is provided by the States to the Jersey Reds to allow them to complete the 2023-2024 rugby season, subject to inclusion within the proceedings of the Board of Jersey Reds of a senior representative from the Treasury and Exchequer Department and an independent representative from the  business  community,  both  to  be  involved  in  those  proceedings  in  an advisory capacity.

REPORT

If support is to be given to the Jersey Reds, there must be accountability.

The funding to date seems to have been given without sufficient review and control – any subsequent amounts granted to the club need to be made with due oversight and controls in place.

Financial and staffing implications

There will be staffing implications in relation to the time costs of a senior representative of the Treasury and Exchequer, however this should be part of their existing role. The third-party appointee from the business community may incur costs, however it is hoped, given the public outcry about the collapse of the club, that an appointee would be easily identifiable and costs limited.
