After the words “demographic changes” insert the words –
“, including our ageing population, falling birth rate and rising levels of disability,”. –

Substitute the words “except that on page 9” with “except that on page 5”

For the words, “that age is not a barrier to older workers and to allow our ageing workforce to continue to participate in an evolving job market”, substitute the words, “that age and disabilities are not barriers to Islanders continuing to participate in an evolving job market.”

THE STATES are asked to decide whether they are of opinion –
in accordance with Article 18(2)(e) of the States of Jersey Law 2005, to approve the statement of the Common Strategic Policy of the Council of Ministers as set out in the report accompanying this Proposition, except that:
on page 2 of the report, in paragraph 3, after the words “Violence Against Women and Girls Taskforce report.”, there should be inserted a new paragraph as follows –

REPORT
The proposed Amendment 3 from Deputy I. Gardiner of St. Helier North has three separate proposed insertions (preparations for demographic change; design of homes for ageing population; and provision of lifelong learning).
The Minister for Social Security accepts the principle of the insertion relating to preparations for demographic change, subject to clarification that this also relates to rising age-related disability levels and should be considered as part of population policy alongside other demographic changes such as declining birth rates.
The Minister for Housing and the Minister for the Environment accept the insertion relating to the design of homes for an ageing population, without further amendment.
The Minister for Education and Lifelong Learning and the Minister for Social Security accept the principle of the insertion relating to lifelong learning, subject to clarification that this also relates to disabilities. This Amendment seeks to re-position the insertion in an earlier section headed ‘Increase the provision of lifelong learning and skills development’. The intention behind the move is to place the reference to an ageing population and rising levels of disability alongside the other actions to embed lifelong learning.
Financial and staffing implications
There are no new resource implications arising from this amendment. The work would be undertaken from within the existing policy resource of the Cabinet Office and the time of policy officers would be prioritised accordingly.

A full Children’s Rights Impact Assessment (CRIA) has not been prepared in relation to this proposition as a CRIA is not required, in accordance with Schedule 2 to the Children (Convention Rights) (Jersey) Law 2022, following completion of a CRIA screener form.
