REPORT

The States Assembly amended the Public Elections (Jersey) Law 2002 (see P.125/2016) on  18th  January  2017 to  include  a  new  Article,  Article A69,  which  permits  the Privileges and Procedures Committee, after consultation with the Chief Minister, to appoint one or more observers of a public election. Once the new Article was brought into force, PPC invited the Commonwealth Parliamentary Association (UK Branch) to provide an election observation mission at May's election. The approach to CPA (UK) was made jointly with the Chief Minister, at the request of CPA (UK). In choosing CPA (UK), PPC considered a number of international organisations which provide election observation missions and preferred CPA (UK) because it has experience of observing elections in small island jurisdictions. In addition, CPA (UK) staff have some familiarity with Jersey, because they also provide the regional secretariat of the CPA British Islands and Mediterranean Region (of which Jersey is a member).

The  mission  will  include  2 professional  election analysts  (Political/Campaign  and Legal/Elections), 2 CPA (UK) staff, one election official, and 3 politicians from across the Commonwealth, who are currently being recruited. Election observation will cover nomination meetings next month, as well as polling day itself. The estimated cost of the mission is £74,000, with £53,000 to be paid by the States Greffe and the balance to be paid by CPA (UK).
