REPORT

Decision(s): Under  Article 18(1B)  of  the  Public  Finances  (Jersey)  Law  2005 ("the Law"), as amended by L.18/2018, the Minister for Treasury and Resources hereby notifies the States, having consulted the Chief Minister, the Principal Accounting Officer ("PAO"), and the relevant Minister or other appointees set out in Article 18(1B) and (2) of the Law; and who are affected by the transfers; that he has agreed to the following –

After the expiry of 14 days following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above. (More detail on the transfers is given below.)

Background

The out-turn from departmental revenue budgets leaves £16,141,750 not spent at the end of 2018. These departmental underspends will provide funding for the shortfalls in 2019 for the current pay proposals, and will provide budget to the Growth, Housing and Environment Department to rectify their income shortfall due to the non-delivery of waste charges in this Medium Term Financial Plan.

To enable departments to deliver previous commitments, this funding is required to be transferred (as a non-recurring transfer) into the Allocation of Contingency to be used during 2019.
