REPORT
Introduction
The Minister for Economic Development, Tourism, Sport and Culture, in accordance with the provisions of Regulation 4(4) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, is pleased to submit to the States a report of the Public Lotteries promoted from 1st January 2019 up to 31st December 2019, including the Christmas Draw of Thursday 19th December 2019, together with a statement of comprehensive net expenditure and statement of financial position.
Overview of the Channel Islands Lottery
Policy for the Lottery in 2019 was decided in Jersey by the Assistant Minister for Economic Development, Tourism, Sport and Culture, Deputy M. Tadier of St. Brelade , and the States' Trading Supervisory Board in Guernsey.
Public Lotteries Board
The Public Lotteries Board is constituted in accordance with Regulation 3 of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, for the purpose of conducting any Draws held in Jersey.
The policy of the Minister for Economic Development, Tourism, Sport and Culture
The Minister will bring a Proposition to the States regarding the allocation of the Jersey portion of the profits from the Channel Islands Lottery for 2019 (£1,388,268) and the remaining balance from 2018 (£374,112). The 2018 accounts have been restated following a review undertaken during the 2019 year-end.
The profit, according to the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, would be applied in such a manner and for such purposes of public benefit as the States shall from time to time by Act direct.
The win ratio and percentage pay-out of each game was published on each scratch-card ticket reverse, save for the Christmas Lottery Draw, which is determined by the number of tickets sold.

The Christmas Lottery Draw
The planning and promotion of the Christmas Lottery remains the highest profile of the year, drawing significant public interest and support.
1,200,000 tickets at £3 each were printed for this Draw.
The Assistant Minister reports that 561,400 tickets were sold from a Jersey issue of 720,000.
The Channel Islands Christmas Draw achieved a top prize of £1,000,000, an increase of £22,816 on the £977,184 achieved in 2018.
Marketing and promotion
Merchandising, marketing and promotion for the Channel Islands Lottery in Jersey was undertaken by Wilkinsons C.I. Ltd. in collaboration with Guernsey.

As previously, the winning numbers for the Christmas Draw were made available through the States of Jersey website, www.gov.je, the local media, and social media channels.
The Association of Jersey Charities
Founded in 1971, the Association of Jersey Charities has 295 member organisations. The provision of the distribution of the 2018 proceeds to the Association of the Jersey Charities in 2019 was governed by a Service Level Agreement.
The grants approved by the Association of Jersey Charities in 2019 are listed in the following table, and continue to illustrate the very real benefits accrued by Lottery profits for Jersey good causes.

P.105/2019 allocated £1,000,000 to the Association of Jersey Charities on 12th November 2019. The unspent balance has been carried forward to 2020 by the Association.
Channel Islands Lottery (Jersey) Fund
The final accounts for the C.I. Lottery (Jersey) Fund (unaudited) up to December 2019 are noted overleaf.
The figures for 2018 have been restated following review during the preparation of the 2019 accounts which revealed that the provision for unclaimed tickets relating to 2018 had been understated, impacting on the profit for 2018. In addition, as P.105/2019 allocated £1 million of the previously declared profit for 2018, the balance of the grant accrued in 2018 has been adjusted to show the remaining unallocated balance in 2018.
The cumulative amount available for distribution in 2019 comprises the remaining unallocated profit from 2018 (£374,112) plus the declared profit for 2019 (£1,388,268) totalling £1,762,380. This total amount is unaffected by the restatement of the 2018 figures.

- During the preparation of the 2019 accounts an error in the 2018 CILF accounts was discovered, which understated the prize fund allocation in 2018. The restatement of this error reduces the 2018 lottery profit from £2.145 million to £1.374 million.
- No formal decision has yet been made on the allocation of the remaining profit from 2018 (after restatement) or the lottery profits from 2019. As such, only that element of the grant paid to the Association of Jersey Charities in 2019 in respect of 2018 has been shown in the re-stated accounts above.
