REPORT
Under Article 3(3A) of the Competition Regulatory Authority (Jersey) Law 2001 (the "Law"), the Minister for Economic Development, Tourism, Sport and Culture (the "Minister") is required to notify the States of appointments of members of the Jersey Competition Regulatory Authority (the "JCRA").
After consultation with the JCRA Chair, Ms Stephanie Liston, and upon recommendation of the JCRA Board, the Minister appointed Mr Tim Ringsdore, Chief Executive of the JCRA, to the Board of the Authority under powers conferred by Article 3(1)(b) of the Law. Mr Ringsdore's Board appointment is effective from the day after the Minister's decision is made and will expire on 1 February 2026.
The expiry date of Mr Ringsdore's appointment to the Board corresponds with the end of his current term as JCRA Chief Executive. Mr Ringsdore's appointment to the Board is furthermore subject to the continuance of his tenure as Chief Executive of the JCRA.
Background
States Members will be aware that since the 1st of July 2020, the JCRA functions independently under its own Board and staff, rather than working across the Channel Islands under the joint heading of the Channel Islands Competition and Regulatory Authorities ("CICRA").
Shortly after the separation of the Authorities was announced, Mr Ringsdore was appointed to the role of interim Chief Executive of the JCRA, after having previously worked for the Authority as Director of Telecoms. In his capacity as interim Chief Executive, Mr Ringsdore previously served on the Board of the Authority for a temporary period (R.83/2020). He replaced Mr Michael Byrne as executive member on the JCRA Board. Mr Byrne previously served as the Chief Executive of both the JCRA and the Guernsey Competition & Regulatory Authority (the "GCRA"). Mr Byrne's appointment to the JCRA Board automatically came to an end on 30th June 2020 as it was subject to the continuance of the CICRA arrangement and his tenure as Chief Executive of both the JCRA and GCRA.
In November 2020, the Minister extended Mr Ringsdore's temporary appointment to the Board of the JCRA until the 30th of June 2021 to ensure organisational continuity
and allow for the recruitment of a permanent Chief Executive in accordance with the Guidelines of the Jersey Appointments Commission (the "JAC") (R.136/2020).1 In
February 2021, following a recruitment exercise overseen by the JAC, the JCRA Board appointed Mr Ringsdore as the Authority's new permanent Chief Executive. Mr Ringsdore's appointment was unanimously recommended by the voting members of the recruitment Panel.
As part of his role as Chief Executive, Mr Ringsdore is expected to sit on the Board of the Authority. By letter of 6 July 2021, the non-executive members of the Authority

Board requested that Mr Ringsdore is reappointed to the JCRA Board. Having accepted this recommendation, the Minister made the appointment in accordance with the procedure prescribed in Article 3(1)(b) of the Law.
Recommendation of Mr Ringsdore
Mr. Ringsdore was born and educated in Jersey and is widely known and respected. He has significant C-Level and regulatory experience across the Channel Islands and internationally.
Mr. Ringsdore has over 20 years' experience in telecoms and dealing with regulatory matters within the Channel Islands, London, the USA and the British Virgin Islands (the "BVI"). In previous roles, he has ensured that all the businesses he was responsible for have remained compliant. This was achieved by fully understanding a variety of complex regulatory, legal and competition law issues and building close working relationships with regulators.
In addition, Mr. Ringsdore has over 15 years extensive experience as a Managing Director within the telecoms industry, working at Board level across the Channel Islands, London and the Caribbean. This included working with various regulatory bodies and building strong relationships which resulted in positive outcomes for all parties.
Mr. Ringsdore was Managing Director of Jersey Telecom and was pivotal in setting up Wave Telecom in Guernsey in 2002. He had responsibility for consumers and corporate clients across both Islands. Mr. Ringsdore was also instrumental in developing JT's global business with the acquisition of Worldstone in 2012.
Mr Ringsdore moved back to Jersey in 2018 to join the JCRA after leading Cable & Wireless as Managing Director based in the BVI. He had jurisdictional and overall financial responsibility for the Cable & Wireless business and was responsible for developing relationships with Government, the industry regulator and corporate clients. During this time, he successfully restructured and rebranded the business to help improve credibility and the customer experience.
Since returning to the Island, Mr Ringsdore has been responsible for regulatory matters for the JCRA as Director of Telecoms. His focus has been on delivering strong results in support of the economic strategic objectives of the Government of Jersey, helping to ensure that Islanders receive the best value, choice and access to high quality services, in addition to promoting competition and consumers' interests. More recently, as the JCRA's interim Chief Executive, Mr Ringsdore has successfully led the Authority through a critical period following the CICRA demerger and he is well placed to lead the Authority into the future.
Balance of the Board
Following the appointment of Mr Ringsdore, the Board of the JCRA will include:
• 2 long standing Jersey residents (Mr Paul Masterton and Mr Tim Ringsdore),
• 2 women (Ms Stephanie Liston and Dr Lara Stoimenova),

• 2 lawyers who have a broad legal knowledge (Ms Stephanie Liston and Professor Ian Walden), and
• 1 economist who is expert in regulation and competition (Dr Lara Stoimenova).
Resource implications
The Office of the Chief Executive provides the Authority with an annual grant to administer the Competition (Jersey) Law 2005.
Fees payable to JCRA Board members are sourced from the annual grant made to the Authority as well as from the JCRA's own accounts.
There are no other financial or manpower implications for the Government of Jersey.
