FOREWORD

In accordance with paragraphs 64-66 of the Code of Practice for engagement between Scrutiny Panels and the Public Accounts Committee' and the Executive', (as derived from the Proceedings Code of Practice) the Public Accounts Committee presents the Executive Response to the Comptroller and Auditor General's Report entitled: Covid-19 Related Emergency Support Scheme (CRESS) (R.50/2021 presented to the States on 30th March 2021).

The Committee notes that both recommendations of the C&AG's first report on Covid-related matters have been accepted in full and intends to undertake a full review once the C&AG has completed her 6th and final report in the series.

We welcome the C&AG report which recognises the need for Government to act quickly to address an area of great need during a time of great uncertainty for many islanders.

R1   Ensure  business  cases  for  new schemes document the following clearly:

the  level  of  risk  appetite  and  its consequences

specific  risks  relating  to  value  for money,  fraud  and  corruption  and resourcing and delivery

the  purpose  of  eligibility  criteria (including  details  of  how  compliance with the criteria will be monitored); and

scheme  success  and  evaluation

criteria.

 We will review these recommendations and update the sections of the Public Finance Manual for new schemes.

These updates will be included in future Public Finance Manual training and awareness sessions.

R2  Consider  how  the  lessons  and recommendations  identified  from CRESS  can  be  shared  and  taken forward  corporately  as  well  as  within CLS.

Lessons learned from this review will be shared at OpCo which includes senior leaders from each department of government.

As per R1 above, training and awareness sessions will include examples from the CRESS scheme and CAG report.
