Introduction

Statistics Users Group (SUG) – New Appointments

The Statistics Users Group (the "Group") is established in the Census and Statistics (Jersey) Law, 2018, as a body which is independent of government, with the primary function of overseeing the quality, relevance and integrity of statistics compiled by or on behalf of a public authority.

The Group does this by taking such expert advice it considers necessary, resources permitting,  to  consider  the  range  of  statistics  provided;  their  relevance  and appropriateness; the demands placed upon providers of information; the confidentiality of the information; the methodology by which statistics are compiled and their accuracy and reliability; the independence of the compilation and dissemination process from political or other inappropriate influence; and the form and procedures through which statistical information is disseminated.

The Group requires a breadth of members with a diversity of knowledge to discharge these and its other functions effectively, including a combination of new members bringing fresh ideas and experience, and established members with complementary experience and technical knowledge to provide continuity.

The Group operates on an unpaid basis.

Summary of Recruitment Process

A total of 10 candidates submitted applications and all were invited to interview for consideration of up to 7 available group member vacancies. The 10 candidates were interviewed in person by the selection panel between the period of the 7th to 9th March 2023.

Christopher Rondel, Private Secretary, Government of Jersey (non-voting member on behalf of the Minister)

The  recruitment  was  undertaken  in  accordance  with  the  Jersey  Appointments Commission Guidelines.

Recommendation to the Chief Minister by the Selection Panel

The Selection Panel reached a unanimous decision to recommend to the Chief Minister and the Deputy Chief Minister the appointment of the following 7 individuals as members of the Statistics Users Group for a term of 3 years.

Rebecca Batten is Head of Service Development and Delivery at Jersey Business, Rebecca has extensive experience in business management and has held roles including Head of Global Account Management at the British Council and Business Development Manager at the Manchester Metropolitan University.

Daniel Cockram is Data and Integration Lead for the Government of Jersey. Daniel has over 10 years' experience working for the Government in financial systems, asset management and computer aided design. Daniel has an advanced Diploma in Engineering & Technology from Bournemouth University.

Jean Crous is a supervisor at the Jersey Financial Services Commission. Before moving to Jersey in 2019, Jean was a Senior Actuarial Supervisor at Old Mutual Limited in South Africa. Jean has a BComm in Actuarial Science from Stellenbosch University.

Anya Hoogkamer is Technology Risk Reporting Lead at Government of Jersey, Anya has experience in management consultancy, risk and financial analysis. Anya has an MSc in Applied Mathematics from the University of Pretoria, South Africa.

Catherine Morris is Head of Research and Insights at Visit Jersey. Catherine is a research professional with experience in a variety of industries, Catherine has a BSc in psychology from the University of Sussex.

Charles Robertson is Head of Data Exploitation at Jersey Post. Charles has experience  in  data  and  systems  architecture,  data  and  software  consultancy, business Intelligence and data warehousing. Charles has a BSc in Computer Science from the University of Warwick.

Philip Thomas is  Finance  Director at Jersey Heritage. He has experience  in accountancy,  financial control and practice management. Philip has a  BSc in Biochemistry from the University of London.

In reaching its decision, the selection panel considered the requirements as set out in the role profile, performance at interview and the specific blend and balance of skills, experience, knowledge and backgrounds that the proposed new appointees would add to complement the current composition, working dynamic and diversity profile of the SUG.

The Selection Panel reached a unanimous decision to recommend to the Chief Minister and the Deputy Chief Minister the appointment of the 7 individuals noted above as members  of  the  Statistics  Users  Group,  each  for  a  term  of  3  years.  All  these recommended  candidates  were  accepted  by the  Chief Minister and   Deputy Chief Minister.

Chief Minister's Decision

The Chief Minister and Deputy Chief Minister accepted the recommendation of the panel to appoint the 7 candidates listed above as new members of the Statistics Users Group, each for a term of 3 years.

There are no additional finance, manpower or other implications.
