REPORT
Introduction
TheStatesAssemblyarenotifiedofthefollowingextension to the term of appointmentfor Helen Ruelle, Commissioner and Deputy Chair oftheJersey Appointments Commission.
In accordance with Article 18(1) of the employment of the States of Jersey Employees (Jersey) Law 2005, the Chief Minister extended the appointment of Helen Ruelle as a Commissioner of the Jersey Appointments Commission, for a term of three years, expiring on 29th April 2028.
Background
Jersey Appointments Commission (JAC)
The function of the JAC is set out in Part 4, Article 23 of the Employment of States of Jersey Employees (Jersey) Law 2005, and is to oversee the recruitment of States' employees or States' appointees so as to ensure that, as far as practicable:
• the recruitment is fair, efficient and conducted in accordance with best practice principles and procedures;
• appointments are made on merit;
• members of the States are only involved in the recruitment of States' employees and appointeesinaccordance with codes of practice or guidelines.
The JAC has issued Recruitment Guidelines and other policy advice, all of which is available online.
An Annual Report for the JAC is prepared each year and presented to the States EmploymentBoardbeforebeingpresentedtotheStatesAssemblybytheChief Minister.
The JAC consists of a Chairman and up to 5 Commissioners, appointed for a period of up to 9 years. The current membership is as follows:

Helen Ruelle
Helen Ruelle has been a Commissioner since her original appointment on 30thApril 2019. This appointment was presentedtothe States Assembly on 15th April 2019.
Her initial term came to an end on 29thApril 2022 and an extension of 3 years was approved on 7th March 2022 to extend her tenure to 29th April 2025.
Biography
Helen is a highly regarded, high profile Jersey Advocate with extensive experience gained predominantly in Jersey and, prior to that, in the UK. She is currently Director of Local Legal Services at Ogier, and has held senior positions at Mourant. Her main areas of legal specialism are employment, discrimination, immigration, data protection and regulatory work.
She also holds the role of Chair of Jersey Employment Trust and trustee of Jersey Community Foundation. She was previously Chair of the Employment Forum, and Chair of Jersey Community Relations Trust.
