Whilst the Committee appreciates there is a problem with SOME cyclists riding irresponsibly in the town centre, it doubts that the introduction of compulsory insurance and registration will prevent this occurring.
It has reservations on the practicalities of the introduction and administration of such a scheme and believes that with a continued police presence and the continuing educational programme, this will assist in eradicating the problem. It does, however, feel that cyclists should be encouraged to obtain insurance cover where possible and to also wear cycle helmets.
This scheme could be seen as a further bureaucratic intrusion into the freedom of the individual, and detract from the recommendation contained in the transport strategy for the Island produced by the Public Services Committee and Tourism's promotion of Jersey as a cycle friendly destination.
