The Committee does not support the Proposition as the rebate would not be targeted to those in need. The Report and Proposition does not include an estimate of the costs of administration. It is understood that the costs of administration cannot be identified until the form of scheme is known.

As previously stated, the Employment and Social Security Committee will shortly be bringing forward its proposals for a review of financial support given to those less fortunate in society, including the elderly. The Committee feels that it is important to see how this issue fits in with the priorities identified by that review and that this issue should not be taken in isolation. To pre-empt the outcome of the low income support review would not be acceptable to the Committee.
