The House Committee has considered the report and proposition of Deputy R.G. Le Hérissier (P.57/2000) which was lodged "au Greffe" on 18th April 2000.
The present method of payment of income support and an expense allowance to States members was adopted by the States on 9th June and 14th July 1998 (P.207/97) after two lengthy debates, including four amendments, three of which were adopted. The proposition was based on a comprehensive report prepared by an independent States Members' Remuneration Board (R.C.42/97). The indexation of the income support and expense allowance was then amended by the States on 8th December 1998. The decisions of the States are set out in R & Os 9275 and 9340, and have been effective since 1st January 1998.
The Committee does not support the proposition as it believes that it is inappropriate to seek to change a system which has been in operation only since 1st January 1998.
