The Industries Committee has followed closely the work undertaken by the Policy and Resources Committee that led to the latter's report (P.107/2000  Com.) on Senator Le Claire's Report and Proposition on this subject. The Committee has sought lately to consider and discuss the subject in question at some length, not least because of its work in hand on revising policy on the Regulation of Undertakings (RUDL).

The Industries Committee supports the comments made by the Policy and Resources Committee. In the light of its experience in administering RUDL and in assessing the manpower statistics that flow from this, it sees no merit in Senator Le Claire's proposals while understanding the aspiration that lies behind them. It agrees with the Policy and Resources Committee's conclusion that a work permit scheme along the lines suggested would not be credible. The Island's labour market is already heavily supply constrained, as the most recent report on the Jersey Labour Market at June 2001 makes clear; moreover in the 12  months to June 2001, total private sector employment on a headcount basis fell by 210 (0.4  per cent). As the Policy and Resources Committee indicates, imposing a further constraint on the labour market in this situation would simply damage the Island's economy and be in no-one's interest.
