It is not possible for the Human Resources Committee to assess the staffing implications of the proposed reforms until after an implementation plan has been produced. However, the Committee considers that any implementation plan should be expressly designed to produce staff savings, particularly at senior level, as the number of States Departments is reduced to a maximum of ten, with a consequential impact on staffing structures throughout the Public Service. It considers that it is, therefore, vital that effective voluntary redundancy and voluntary early retirement schemes continue to exist which are self- funding within a period of three years or less.
