The Finance and Economics Committee strongly resists the proposals of the Health and Social Services to amend paragraphs (a)(i) and (b) of the proposition within the States Resource Plan 2001.
The effect of the Health and Social Services Committee amendment would be to increase total States net revenue expenditure by £1,787,000 in 2002 and further increase the forecast States deficit in that year.
The increase in the Health and Social Services Committee cash limit proposed in the Resource Plan 2001 is already £10,370,000, or 11.4 per cent in cash terms, over the 2001 cash limit.
At a time when the latest financial forecast predicts a deficit in States net expenditure in 2001, which will continue to grow in the next three years without remedial action, the Finance and Economics Committee is adamant that any further increases in total States net revenue expenditure are unsustainable.
The Finance and Economics Committee supports the proposed amendment to paragraph (d) of the proposition within the Resource Plan 2001.
The Committee previously agreed that it was prepared to support the proposal that the General and Acute Hospital Extension might be permitted to commence in 2005, subject to the necessary approvals being in place.
