The Finance and Economics Committee recognises that the Occupational Health Scheme did not attract sufficient priority at the 2003 revenue resource allocation process to receive the required funding in 2003.
However, the Committee acknowledges the further work and consultation of the Human Resources department to secure support from most other States departments for the continuation and funding of the scheme for the next three years.
Furthermore, the Committee is very concerned about the financial implications which would arise should the Occupational Health Scheme cease. Such costs include increased insurance premiums, a greater risk of litigation from employees and an increase in lost man days that would follow from the discontinuation of the scheme.
Taking all these factors into account and that the amendment leaves the total States net revenue expenditure limit unaffected at £394 million, the Finance and Economics Committee supports the amendment as proposed.
