The Finance and Economics Committee welcomes the proposition of the Planning and Environment Committee as it remains extremely concerned at the level of the additional annual costs associated with a third-party appeals process at £539,000.
The Finance and Economics Committee would urge the States to support the proposition and encourage the Planning and Environment Committee to revisit the additional costs of £705,000, currently identified for first-party appeals. The Committee also reminds the States that any costs of first-party appeals would be in addition to existing Committee cash limits and that any request for additional funding in 2004 should be submitted through the 2004 Fundamental Spending Review process.
