The Finance and Economics Committee will need to discuss with the Privileges and Procedures Committee, once established, such resources as may be required for 2002 which can only be provided from the General Reserve.
The resource allocation process for the 2003 cash limits is about to commence and the Policy and Resources Committee will need to bid for funding for all Machinery of Government reforms in time to be included in that process. This will need to include an estimate of funds required for the Privileges and Procedures Committee. The Finance and Economics Committee believes that the Policy and Resources Committee should, at the earliest opportunity, formulate target figures in respect of savings (and costs) arising through the amalgamation of activities into new Ministries, with a view to the savings being made available to offset the costs incurred in reforming the Island's Machinery of Government.
