The Committee notes that the report states that it is too soon to be able to fully quantify manpower savings that will be made as a result of the proposed changes. The Committee considers that a detailed implementation plan should be expressly designed which will result in staff savings, particularly at senior levels and where common areas of functionality exist. It considered that it is, therefore, vital that effective redeployment, voluntary redundancy and voluntary early retirement schemes continue to exist.
