It appears that the motivation for this legislation is primarily that of promoting competition in this industry. The Health and Social Services Committee has no remit to tackle anti-competitive practice, which is the province of the Industries Committee.

There do not appear to be any health consequences associated with the compulsory issuing of prescriptions following eye tests.

As a principle, the Committee would in general terms support any policy of openness in health matters including the provision of optical prescriptions on request. However, it does not see any health advantage in making this a matter for legislation.
