The Human Resources Committee notes that the Report does not identify the need for any additional Public Sector manpower in order to establish an independent Office of Fair trading. A truly independent Office of Fair Trading, operating outside the States and taking over some functions currently performed by States Departments, would actually lead to a reduction in public sector manpower. However, if any additional Public Sector manpower requirements do arise as a result of the proposals, the Human Resources Committee will consider these requirements when more detailed implementation plans are developed.
