COMMENTS

The Committee supports the Policy and Resources Committee's proposition and agrees that the current method of regulating the inflow of people through separate housing and labour market controls is both inequitable and discriminatory. The Committee wishes to give every assistance in making progress toward the introduction of a fairer system of migration control.

The Committee believes that any new regulatory system should endeavour to ensure that, when considering the criteria for assessing the right for newcomers to take up residence, due regard is given to establishing the applicant's suitability in terms of what is in the general best interests of the Island.

However, the Committee is particularly keen to ensure that the issue of social disadvantage referred to in Section 6 of the Report is addressed and that, to a large extent, the existing two tier' housing system is eradicated, in line with the Committee's vision of an Island where all residents have access to good standard, secure and affordable homes.
