COMMENTS

There is good evidence that nicotine replacement therapy is effective in helping smokers to give up smoking. The best results are found when NRT is offered in combination with a formal smoking cessation programme. The Health Promotion Unit has formulated such a programme and work is underway to permit the Smoking Cessation Officer to prescribe NRT in accordance with the NICE (National Institute of Clinical Excellence) guidelines of March 2002. The Committee is currently considering the costs and benefits of subsidising, or providing free NRT within the smoking cessation programme. Any demands for new moneys will of course have to be balanced against other calls upon health service resources. Members will need to consider that, should Deputy Breckon's amendment succeed, NRT will be added to the Subscribed List and this will result in an additional cost upon the Health Insurance Fund.
