The objective of the amendments of Senator E.P. Vibert is to ban smoking in all licensed premises. During its development of the Tobacco Strategy the Health and Social Services Committee gave serious consideration to including this measure as a part of the proposals. However, the Committee's thinking was informed by the view that it was important to achieve broad acceptance of the Strategy by the public and that its measures had to be practically achievable rather than seeking an impractical ideal. The Committee is satisfied that its proposals are measured, practical and strike an appropriate balance. It therefore does not accept the amendments of Senator E.P. Vibert .
