BENEFITS PAID BY THE HOUSING AND EMPLOYMENT AND SOCIAL SECURITY COMMITTEES: PROTECTION (P.116/2003) – COMMENTS
Presented to the States on 23rd September 2003 by the Housing Committee
STATES GREFFE
COMMENTS
Deputy Southern 's Proposition seeks to prevent the Housing Committee from reducing the payments made under the Rent Subsidy Schemes and the Employment and Social Security Committee from reducing non-contributory benefits, from currently agreed levels, until 2007 or until a Low Income Support Scheme is put in place.
While the Housing Committee is very conscious of the impact on low income tenants of changes to the Rent Subsidy Schemes which come into effect in January 2004, it would be wrong at this time to completely rule out any future changes to the Schemes.
The Committee will not make any further changes to the Schemes without States approval and, as with the P.74 proposals; it should be for the States to decide at the appropriate time whether any further reduction in the generosity of the Rents Subsidy Schemes is, in all the circumstances, the right course of action.
