COMMENTS

The Employment and Social Security Committee believes that the second part of the proposition is superfluous as there is already a Low Income Working Party in existence which includes representatives from all key interested parties, including the Housing Department and Parishes who also subsidise certain rents through the Parish Welfare system. A basic framework for a Low Income Support system has already been developed and approved, in principle, by the States (P.44/2000). Work has halted for the moment pending receipt of important data from the Income Distribution Survey.

The Committee would also point out to members that the main purpose of a Low Income Support Scheme is to streamline the existing system of means-tested benefits and welfare grants whilst ensuring a basic but adequate income for all. It is not, by itself, an appropriate instrument for controlling rental costs. _______________________________________________________________
