MACHINERY OF GOVERNMENT: ESTABLISHMENT OF SCRUTINY PANELS AND PUBLIC ACCOUNTS COMMITTEE (P.79/2003) AMENDMENTS

(P.79/2003  AMD.) COMMENTS

Presented to the States on 22nd July 2003 by the Privileges and Procedures Committee

STATES GREFFE

COMMENTS The Privileges and Procedures Committee rejects these amendments.

The Committee has made it clear that call-in has not been ruled out but the new system needs to start to see if call- in is desirable or not. The Committee accepts the need for a 12 month period after which there will be a review. The Committee has given extensive reasons why call-in should not be introduced straight away and sees no reason to change its view. The first 12 months of scrutiny will give an indication of whether call-in should be introduced. The inclusion of paragraph (h)(iii) deals with this issue and ensures that call-in will be reconsidered after 12 months.
