COMMENTS

The Policy and Resources Committee supports the proposals of the Privileges and Procedures Committee for the establishment of scrutiny panels and a Public Accounts Committee, and believes that they are very much in accordance with the States decision of 28th September 2001 to move from a committee to a ministerial system of government (P.122/2001, as amended). The Privileges and Procedures Committee is to be commended for having presented a well-researched and well-argued case in favour of its proposals.

The Policy and Resources Committee believes that a robust system of scrutiny is vital to the new political arrangements. The proposals of the Privileges and Procedures Committee, if adopted by the States, will result in a robust and effective system  of scrutiny that will be able  to play  a positive  role  in  the Island's  system  of government.

The Committee accordingly supports the proposition.
