COMMENTS

The Finance and Economics Committee supports the outcome of the 2005 FSR process which considered in detail the request for additional funding in respect of a Hansard-style transcription service for the States against all other growth requests from Committees. The Committee would also endorse the view of Presidents at the 2005 FSR process that the deferral of the introduction of the new system of government until 2006 and the forthcoming introduction of a new digital recording system for the States represent strong arguments not to approve funding in 2005. A better informed decision can be taken to determine the appropriate level of transcription and associated funding after experience of the new system and technology.

The Privileges and Procedures Committee has received significant additional funding in 2005, which includes £140,000 for a full transcription service to support shadow scrutiny and is in a position to allocate these additional resources to its highest priorities for 2005.

The Committee cannot support an amendment which seeks to increase the total States Net Revenue Expenditure and Deficit for 2005 by £148,000.
