The Privileges and Procedures Committee has considered the proposition of Senator E.P. Vibert which effectively asks the States to agree that the present provision of free parking for States members should cease.
The provision of free parking for members is not a recent innovation. Historically members were able to park in Royal Court Road and it is likely that such parking was available from the time members first obtained motor cars after their introduction in Jersey. The current area used for parking provided a convenient alternative when the decision was taken to close Royal Court Road some years ago.
Although free parking has always been available for members the PPC accepts that, with the abolition of means testing and the provision of an expense allowance to all members, it is no longer necessary to subsidise members in this way and, for that reason, the Committee believes that members should now pay for parking. Nevertheless the Committee believes very strongly that it is essential that a dedicated and secure parking area should be made available to members for parking to enable members to be able to be guaranteed a space when on official States' business. In addition the Committee believes that steps should be taken in parallel with the removal of free parking for members to review the provision of free parking for States employees who benefit from this perk at many workplaces in the Island.
When the PPC initially considered this issue it undertook research on the provision of parking in other jurisdictions and a summary of that research, based on information received from the Commonwealth Parliamentary Association, is attached at the Appendix. Members will note that free parking is provided for parliamentarians in many other Commonwealth jurisdictions and members may find this research of interest.
As requested by Senator Syvret, this issue has been referred to the States Members' Remuneration Review Body for its consideration. Although the matter of parking for members is outside the Terms of Reference of that Body the Committee is hopeful that the Body will take account of the monetary value of the present provision when making its recommendations.

CAR PARKING FOR STATES' MEMBERS – COMPARISON WITH OTHER COMMONWEALTH JURISDICTIONS

Commonwealth of Australia
Car parking is provided under Parliament House as well as some parking above ground adjacent to Parliament House. There are almost 2,000 car parking spaces with some allocated to members and Senators for their exclusive use. There is no cost to the members.
Australian Capital Territory
Each member has an allocated parking bay adjacent to the members' entrance of the Assembly building. There is no cost to the members.
New South Wales (Australia)
There is dedicated parking at the Parliament building and members are accorded priority over all other users. Members pay AU$750 per year for permanent parking or AU$11 per day for casual parking.
Northern Territory (Australia)
