COMMENTS
The Finance and Economic Committee notes that this amendment would add a further £521,000 to States' spending each year and an additional part-time post, at a time when the approved growth limit for increases in expenditure, agreed in the Resource Plan, of no more than 2.5% has already been reached.
The Committee recognises the recurring desire to provide free TV licences to the over 75's as is done in Guernsey and the U.K., although it notes that the proposed benefit is not targeted at those most in need.
On balance, given the evident and apparently strong desire to provide this benefit, and provided that the proposition is accepted as a whole, so that it does not add to the Budget deficit, the Committee accepts this proposition.
