COMMENTS
The Employment and Social Security Committee are commenting on this Proposition because of their involvement in the funding of "non-native" welfare and the development of a new income support system.
The Committee supports the transfer of the responsibility of funding native welfare from the Island's ratepayers to the broader net of general taxation. Such a transfer would bring both "native" and "non-native" welfare into the same funding stream, which would be more equitable and appropriate in a modern system of income support than the existing one which relies partially on a property tax. This funding mechanism will help to smooth the transition to the proposed new income support system in 2006 and will finally enable the Island to remove the "native" and "non-native" terminology which has no place in a modern society.
The delivery of the new Income Support system will continue to be developed in conjunction with the Constables and other key stakeholders in an appropriate manner which meets the needs of individuals and their families.
