MACHINERY OF GOVERNMENT: VOTES OF NO CONFIDENCE IN INDIVIDUAL MINISTERS (P.6/2004)

COMMENTS

Presented to the States on 20th April 2004 by the Policy and Resources Committee

COMMENTS

The Policy and Resources Committee supports the proposition P.6/2004 and confirms that it is of the view that the States Assembly should have the power to debate votes of no confidence in individual ministers.

The Committee reviewed this matter in November 2003 and was of the opinion that the Assembly should have the power to debate votes of no confidence in this way. As noted in the comments of the Privileges and Procedures Committee on P.6/2004 Com., issued on 30th March 2004, this matter was discussed at a tripartite meeting of the Policy and Resources, Privileges and Procedures, and Finance and Economics Committees held on 8th December 2003, and the Committees agreed that the draft States of Jersey Law should be amended to permit a vote of no confidence in individual ministers.
