COMMENTS

The Finance and Economics Committee supports the proposals and notes that the tenders received indicate that the costs of development can be contained within the capital budget allocated.

The Committee notes that, should the overall prison population, held both at La Moye and in prisons in England and Wales, increase to fill the new 40-place cell facilities, the additional revenue and manpower costs would be considerable. However, should overall prisoner numbers remain constant, the attendant revenue costs of operating the new facilities would be significantly lower and be the subject of growth bids for the 2006-2008 revenue resource allocation process.

The Committee urges the Home Affairs Committee to expedite its ongoing review of the Criminal Justice Policy and take such measures as are available to it, including the utilisation of the proposed additional cells, to reduce the cost of holding prisoners outside the Island.
