COMMENTS
The Finance and Economics Committee supports the need for the development of a Criminal Justice Policy, but reminds States members of the commitment to limit the total net growth in States expenditure to 2.5% as agreed in the approved Business Plan 2006 – 2010.
To achieve the funding necessary to commence work on all the proposals contained in the Criminal Justice Policy in 2006, without increasing overall expenditure, the Home Affairs Committee and its successor Ministry will need to reprioritise its expenditure within its agreed cash limit.
It will be a matter for the Council of Ministers to propose, and for the States to determine, whether any unfunded elements of the Policy are of a sufficiently high priority for additional funding to be included in next year's States Business Plan and the subsequent 2007 Budget; yet if funding is approved, compensating savings will be required elsewhere if the States are to live within their spending targets.
