COMMENTS
The Connétable s support the principle of this proposition which will result in the States accepting the on-going liability for welfare and residential care costs whilst sharing the current level of funding more equitably across ratepayers of all Parishes through the Island-wide rate. At the end of each quarter following the levying of the Island-wide rate the Parishes will pay the sums received to the general revenue of the States.
The amendment of the Connétable of St. Helier relates to parks, gardens and services and, whilst this was relevant to the transfer of services proposed in P.40/2004 Machinery of Government: Relationship between the Parishes and the Executive', the majority of Connétable s agree that is does not fit with the scheme proposed in P.66/2005 which relates to welfare/residential care.
In relation to the transfer of responsibilities of the Economic Development Committee to the Parishes under the Policing of Beaches (Jersey) Regulations 1959, as amended, and the Places of Refreshment (Jersey) Law 1967, as amended, work is continuing but is unlikely to take place at the same time as the introduction of the Island-Wide Rate.
