The Connétable s fully support the principle of recycling. When invited to comment during the development of the waste strategy the Connétable s have consistently said that recycling should be encouraged through development of the bring bank' system in the first instance.

The Comité des Connétable s believes that kerbside collections for recyclables including paper, aluminium, glass and PET plastics should only be introduced if the bring bank' system is not successful in increasing recycling and the Connétable of St. Ouën is presenting an amendment to the proposition of the Environment and Public Services Committee to this effect.

Deputy Duhamel's amendment, if carried, would require all householders to maintain 2 additional separate refuse containers within or outside their property, one for biodegradable waste and the other for dry packaging. Parishes would be required to carry out 2 additional collections per week (or a single extra collection using specially adapted vehicles), though collections of kitchen waste would presumably have to be done more frequently, certainly in hot weather. While the amendment would seek to pass the extra cost of the Parish collection service to the States, the Connétable s regard this as potentially a very large extra cost to the States, even if it were carried out on an Island-wide basis rather than by each Parish.

A collection of dry packaging, as occurs in St. Malo, for instance, requires manual sorting into its component parts before exporting the bales of recovered paper, cardboard, plastics and metals. Setting up a Centre du Tri' in the Island would add considerably to the cost of the waste policy.

The Connétable s do not therefore support the amendment of Deputy Duhamel.
