COMMENTS

The Privileges and Procedures Committee is happy to carry out the requirements in this proposition, however the Committee believes that the creation of a fifth panel will be entirely dependent on the approval of the necessary funding for 2007 and beyond in the Annual Business Plan. As a result the Committee does not believe that the necessary amendments to Standing Orders to give effect to the proposal should come into force until after the debate on the Annual Business Plan has been completed and additional funding  agreed by the States.

The Committee would stress that there is no scope within the existing budget of the States Assembly and its services to meet the cost of a fifth Panel and additional funding would need to be found, either by reprioritising other areas of States' expenditure or by increasing overall expenditure, if this proposition is adopted.
