COMMENTS

The Council of Ministers considers that it would be highly desirable for there to be a review of the first 12  months of ministerial government,  and it agrees  that the  Privileges and Procedures  Committee should oversee this exercise. The Council therefore supports this proposition and it would be willing to cooperate fully with the Privileges and Procedures Committee in this major review.

The Council believes it is important that the States should be able to approve the terms of reference for the review, and it welcomes the initiative of the Privileges and Procedures Committee in bringing forward draft terms of reference for approval by the Assembly. The Council supports the proposed terms of reference, and it believes that these should help to ensure that all the main aspects of ministerial government are covered during the review. The Council also supports the proposal that the timeframe for the review should be extended so as to finish no later than 30th June 2007.
